2014 California Workers' Comp Regulatory Update: Filling in the Details of SB 863
Over the past year, the DWC has been developing regulations required to implement key elements of SB 863. Many of these regulations have been finalized and adopted in the last few months, including those governing Independent Medical Review (IMR) and Independent Bill Review (IBR); the RBRVS physician fee schedule, inpatient hospital fee schedule, and outpatient facility fee schedule; DWC and WCAB lien regulations; new SJDB eligibility rules, benefits and forms; a revamped QME process; and new certification standards for interpreters.
Given the breadth and scope of these changes, workers’ compensation claims, medical and legal professionals must gear up quickly. To help them gain a practical understanding of the new regulations and avoid costly mistakes, CWCI has scheduled a one-day training seminar, "2014 California Workers’ Comp Regulatory Update: Filling in the Details of SB 863," which will be held in two locations in early March:

The seminar will run from 9 a.m. to 3:30 p.m., and will include speaker presentations and panel discussions covering the rules and regulations governing utilization review and the new IMR, IBR, and QME processes; the fee schedules; the SJDB revisions; and the new interpreter certification standards. The speakers will conduct a question and answer session at the end of the program.
The faculty for this program includes defense attorneys Victor Andersen of Finnegan, Marks, Theofel & Desmond and David M. Skaggs, Managing Attorney, Claims Litigation Department of Pacific Compensation Insurance Company; Debra Russell, Workers’ Compensation Director for the Schools Insurance Authority; CWCI Claims and Medical Director Brenda Ramirez; and CWCI General Counsel Mike McClain. Standard tuition is $375, or $275 for CWCI member company employees. A comprehensive course syllabus, as well as a Continental breakfast, luncheon, and morning and afternoon beverage breaks are included in the seminar fee.
CWCI is a State Bar of California approved MCLE provider (5 hours). At the end of the session, the Institute also will provide certificates of attendance for the Association of Hearing Representatives of California and for those seeking Department of Insurance claims adjuster or medical bill reviewer certification credits or other certifications.
