Under the 2003 reform bill (SB 228), evidence-based medicine (EBM) utilization guidelines redefined reasonable and necessary medical care in California workers' compensation. A CWCI study reviews the history and development of evidence-based medicine and weighs the potential impact of the guidelines by comparing EBM recommendations to existing treatment and disability patterns among injured workers in California.
