Initial data on Calif public self-insured employers' FY 12/13 workers' comp claims experience show an ongoing reduction in the number of reported claims combined with a 1-year drop in claim severity (avg loss per claim) to push total paid losses to a 4-year low and total incurred losses to a 3-year low.
